One half as defined by Tesco

This is another example of promotions I don’t quite understand. Either this is a simple mistake which is fine, but you’d think someone would have noticed.
Or, this is a deliberate decision. Tescos want to charge 74p for some reason and they know this is close to half price. They (perhaps) reason that stating half price is easily understood and they are, in fact, understating the reduction so reason it’s worth doing that. After all, what are their other options?
